This is the English K-10 Syllabuses description of how literacy is put to work in this subject. The first paragraph gives us the reasons we have such a strong emphasis on the development of literacy skills in the Australian Curriculum and in all our NSW syllabuses.

The purposes for literacy in English ‘to understand and evaluate’ (from our original definition), includes enabling students to better understand and negotiate the world and to communicate purposefully about syllabus content. The modes of communication that are used in the subject of English include speaking, listening, reading and writing, viewing and representing. These ensure students are able to fully engage with the syllabus.
